I ended up, using rubbing alcohol and it took FOREVER!, but I got all the junk off. Then I bought some generic silver thermal paste from the overclockerz store. When I got it however it was folded and mashed into my mailbox. When I opened it, guess what it was totally smushed.I managed to scrape enough off the broken capsule to put on the GPU. The only problem was that the paste didn't hold the heatsink onto the fan for more than an hour. SO I put 2 rubber bands around it and it works great now
