I've used a GeForce2 MX under Windows XP without any problems, it's certainly possible. "could not start the card"? If I'm right, I think this has something to do with your having a motherboard with onboard video and it either hasn't been disabled, or you have your monitor plugged into the wrong of the two VGA ports on your system.
