Actually, it's because DDR technologies make use of edge-triggered logic. Traditionally, edge-triggered logic made use of only one edge of the clock (ether positive-edge triggered, or negative edge-triggered), whilst DDR responds to a change in voltage on both the positive, and negative edge.
