Yep. This is why a lot of 200 FSB boards (Biostar M7VKB, Asus A7V) had only heatsinks and 266 MHz FSB boards (Biostar M7VKD, Asus A7V133) has a heatsink AND fan.

No... It's a heatsink design flaw. Heatsinks do not need to be round. There is no real benefit to this shape except for aesthetics. Why should motherboard manufacturer's allow clearance for a heatsink that doesn't have to be round?

On a side note, the "bolt pattern" doesn't fit all boards, either. Off the top of my head, I can say that they don't fit the holes drilled in Biostar boards. I'm sure there are others.
