i know that with 95/98 the files that you are looking for are logos.sys and logow.sys
and they should both be in your C:\windows dir.
now there is a size constraint that needs to be used so when you have the immage that you want to use, save it as 320x400 bmp. you will have to turn of the constrain proportions when you resize, the image will look scrunched up ..... this is good then all you should have to do is change to the name to logow.sys and move it to the windows dir and reboot to see if it worked
