I have a Diamond Viper 770 as well and it's plenty bright. I have had Banshee cards which were very dark and it was simply the signal the card sends. Since it's not a Banshee, you should be able to get it brighter? It's possible it's your monitor contributing to the darkness or as suggested above, there's something wrong with the card.
