I thought the boot sector was at the beginning of the drive. I would think that would be permanent data. If you are referring to the clusters that do not get moved when you watch the drive defrag in windows, I remember seeing permanent ones at the beginning. May I ask why you are wondering? I doesn't hurt anything.
