Print the photo and then scan it back in using an OCR program?

It's quite difficult to find such a software. I would recommend you to use an OCR software like Readiris, but you HAVE to scan a document to do it.
It requires a minimum resolution to read the text and convert it into an editable document.

    Default Photoshop?

    Hi,

If the picture is in psd format, then it won't be a difficult task for you to rip the text apart. But if it's in jpeg , then u have to definitely go by the method of scanning your picture.
